Tier-1 is the monitoring-only tier: an alert lands in the SOC queue and the SOC notifies the customer. The SOC does not triage, validate, or respond. Tier-1 is the cheapest SOC service and the most commonly mis-sold as 'managed detection and response'.

What this tier is
24x7 alert monitoring on the customer's EDR, SIEM, or sensor feed, with notification to the customer when an alert fires.
What this tier is not
Not triage, not validation, not response. The customer is responsible for everything past the notification. Tier-1 is also not threat hunting.
